What's the latest supported .Net Framework version for plugins?

Hello.

I've seen that Webhooks plugin is using .NET Framework 4
Is it possible to use later versions? For example, .NET Framework 4.5 or later is required to use the latest Azure Storage SDK.
Can I use .NET Framework 4.7 to ensure compatibility with latest libraries? Will it work with Photon Server then?
